Car drivers must not honk a horn at walkers and cyclists, at least in the narrow streets. People shuldn't drive cars by themselves through the center of Tokyo in the first place.

Of caurse, however, may taxi drivers in Tokyo, all of them drive recklessly, be disqulified forever.

That is, the police must enforce the campaing against moron drivers. Such a car driver is almost an unconscious murderer.
